Mineral water distribution took place under police escort this weekend in Banabuiú, in the Central Sertão region of Ceará, northeastern Brazil. The measure was introduced after local merchants suspended sales of large water containers following threats allegedly made by a criminal organization.

On Saturday morning (October 31), residents formed long lines to buy water. The new distribution system is being supported by the Ceará Water and Sewage Company (Cagece) and state security forces.

According to the Ceará Department of Public Security and Social Defense (SSPDS), Cagece collects water containers from suppliers and transports them to the town under police protection to ensure that sales can take place safely.

Threats and Extortion

The threats began circulating on October 19 through messages identified as the "Banabuiú Edict." According to investigators, the orders were allegedly issued by members of the Comando Vermelho (CV), under the name "Banabuiú Directorate."

In the messages, criminals demanded authorization from the faction for the sale and distribution of water and threatened businesses that failed to comply. There have also been reports of weekly extortion payments of 750 Brazilian reais (approximately US$140) demanded from local establishments.

Three Suspects Arrested

On October 22, police arrested three men suspected of involvement in the extortion scheme and organized criminal activity.

According to investigators, the suspects allegedly operated as loan sharks and were responsible for collecting money on behalf of the criminal organization.

During the operation, officers seized a .38-caliber revolver, ammunition, six cell phones, a laptop and cash.

Investigations are ongoing with support from the Civil Police of Rio de Janeiro. Additional arrest warrants remain outstanding.
